Data, artificial intelligence, and digital infrastructure are no longer neutral technologies -they have become strategic assets. As geopolitical tensions rise and pressure on data sovereignty increases, Europe faces a clear need to adapt and strengthen its digital independence.
It is important to recognize the limitations behind claims of “EU-compliant” technology stacks offered by U.S.-based providers. Under U.S. legislation, American companies can be legally required to grant U.S. authorities access to data under their control – even when that data is stored within the EU. This extraterritorial reach can conflict with EU protections such as the GDPR and introduce unavoidable legal and strategic risks as long as providers remain subject to non-EU jurisdiction.
As a result, the European Union must reduce its dependency on non-EU technologies for critical data and AI systems. Data sovereignty is not only about regulatory compliance – it is about democracy, resilience, trust, and long-term strategic autonomy.
This is not a call for isolation. It is a call for European cooperation: protecting shared values, democratic institutions, sensitive data, and Europe’s ability to innovate independently.
